Martyn's Law - A Summary

Martyn’s Law (Terrorism (Protection of Premises) Act 2025) requires certain UK public venues and events to improve security against terrorism by implementing risk assessments, training, and preparedness plans, based on visitor capacity in a tiered system (Standard for 100-799 people, Enhanced for 800+), aiming to better protect the public by ensuring preparedness for attacks.

It is named in honour of Martyn Hett who died in the Manchester Arena attack.

Key Aspects

Purpose:
To enhance public safety by making venues more resilient and prepared for terrorist attacks.

Who it Applies To:
Publicly accessible locations (shops, stadiums, cinemas, schools, etc.) and events with varying capacities across the UK.

Tiered Approach:
  • Standard Tier (100799 capacity): Requires basic preparedness like free training, awareness, and preparedness plans.
  • Enhanced Tier (800+ capacity): Requires more rigorous measures, including detailed risk assessments, security plans, and physical security.

Requirements:
Venues must understand terrorism threats, reduce vulnerability, train staff, and have emergency plans.

Implementation:
The Act received Royal Assent in April 2025, with a significant lead-in time for compliance.
